Ed Miliband channelled Benjamin Disraeli as he called for "one nation banking" in a speech at Canary Wharf this morning.

The Labour leader said the path the banking industry had taken in recent years would lead to a separation of society "economically, geographically, and socially" and said he would change the rules to create "a fairer society and an economy that pays its way in the world".

Mr Miliband, who was speaking at Thomson Reuters, said he would give MPs the opportunity to vote on having another tax on bankers' bonuses and on whether to end the culture of rewards in the industry.

However, he said the latter would not lead to legislation and would not be binding.

Quoting Disraeli, the father of One Nation conservativism, he echoed the former Tory Prime Minister's warning that the emergence of "two nations between whom there is no intercourse and no sympathy" would not be good for Britain or the banks.

He said: "This is not about one man, one bonus, or one knighthood.

"The consequences of the financial crisis are felt every time a library closes, every time a school can't afford a new book, and every time a policeman or policewoman is taken off the beat."

He also advocated looking at the creation of a British Investment Bank as "the market on its own does not work for small businesses."

The dock will be drained after next year's London Boat Show to expose the top of the tunnel so enlargement work can be carried out using the "cut and cover" process.

There will also be a specialist search for unexploded bombs from the Second World War, while archaeologists are set to excavate the site to search for ancient settlements.

The tunnel, which was built in 1878, is in a poor structural condition. Its central section was narrowed in 1953 after large ships began scraping the bottom of the Royal Victoria Dock, which sits above the tunnel.

Crossrail's original plan was to strengthen this section by removing existing steel linings and filling it with concrete foam before enlarging them with boring machines to create tunnels large enough for Crossrail trains.

Connaught Tunnel project manager Linda Miller said: "To ensure we can undertake the tunnel enlargement work as safely as possible we have now decided to drain a section of the Royal Docks and then dig down into the tunnel.

"This will be the first time the tunnel has been exposed from above ground since its construction in the 1870s. While we will be using modern techniques, we will be using a similar cut and cover approach that was used to build the original tunnel which saw the tunnel constructed first with the docks then built over the top."

Connaught Tunnel was hit by a bomb in 1940 when the docks were targeted by the enemy to disrupt the war effort.

Crossrail is undertaking an extensive search of the wider construction area to identify any remaining undiscovered devices that failed to detonate on landing. The geology of the Royal Docks area meant some devices that didn't explode on landing sunk into the first few metres of soil.

A team of highly trained specialists are currently using armoured vehicles with magnetic equipment to investigate the ground around Connaught Tunnel. Their work involves sending probes into the ground in three metre intervals and analysing the results.

The dock floor above and around the Connaught Tunnel has already been searched by divers and was given the all clear. The specialists will shortly begin surveying under Connaught Bridge directly above the Connaught Tunnel.

Ms Miller said: "We know from existing maps where bomb drops occurred in London during the 1940s. Ahead of major refurbishment work on the Connaught Tunnel, we will be undertaking detailed checks to identify whether there are any remaining devices that are yet to be uncovered.

"All the information obtained through our magnetic ground surveys will be used to update existing London-wide mapping as well as inform future construction projects."

When that task is finished, Crossrail archaeologists will open excavation trenches to try to locate evidence of human settlement and farming in the area dating back nearly 6,000 years. Working with the Museum of London Archaeology, Crossrail also aims to map the effect of the River Thames on the area during historic and prehistoric times.

Crossrail has also announced it will donate the tunnel pump house to SS Robin Trust to use as its quayside ticket office.

The Victorian building is too small to accommodate the larger modern pumping equipment that will be installed as part of the tunnel's major refurbishment.

Connaught Tunnel was part of the North London Line until 2006. It will be extensively refurbished as part of Crossrail's new Abbey Wood branch.

Refurbishment includes major repairs to the one km tunnel including widening of the 550 metres of twin tunnels at the centre, putting in new tracks, waterproofing, installing new water pumps and cleaning the 130 years of coal and soot from the bricks.

Crossrail services are due to commence through central London in 2018.

Man On A Ledge

IN A NUTSHELL
This distraction heist thriller is corny and ridiculous but high up there in the entertainment stakes.

REVIEW
The route from ledge to ground is uncomplicated and usually ends brutally.
It appears these laws of entropy and potential energy are at the heart of the film-maker's thinking when compiling this movie.

Whereas endeavours with more self-involved ideals may have presented a melange of conflicted images and souls, this thriller fulfills the promise of the title within the first few minutes and never stops.

This feat is not to be scoffed at (as many critics have done) when the purpose of the movie is pure popcorn hokum.

I mention popcorn because a jumbo cola would be a bad idea. The condensation mixing with the inevitable sweat of your palms would make for an embarrassing lubricant.

But, unlike the movie, I digress. Nick Cassidy (Sam Worthington) is on a ledge, a cop trying to proclaim his innocence and expose the conspiracy that saw him jailed for nicking a tidy gem from magnate David Englander (a hardball Ed Harris).

Opposite the eponymous ledge is the vault in which said diamond, he claims, is still residing.

And while he brings New York to a standstill - and occupies the tender mercies of something-to-prove negotiator Lydia Mercer (Elizabeth Banks), bro Joey (Jamie Bell) and his feisty girl are breaking through Englander's fortress protection.

Any more revelation and the twists may untangle but it is sufficient to say this is a well done and swift thriller - corny as hell but never shortchanging on thrills.

The simple start explodes all over the place and the finale is pulsating and mad in equal measure, which is not a bad equation.

Martha Marcy May Marlene

IN A NUTSHELL
Plenty to fill the "ones to watch" column in a disturbing study of life after a cult brainwashing.

REVIEW
The title - a composite of the names that Martha is called or calls herself - gives a clue to the central theme of this film from first-time director Sean Durkin.

Who exactly is this girl and why is she skipping out on her bucolic haven in Upstate New York?

Martha can run away - to sweet sister Lucy (Sarah Paulson) - but can she ever escape?

The memories of her time in the country glide in and out of her new reality, mesmerically conjured by Durkin. So she's swimming at Lucy's lake-side summerhouse but she's also with her faux-family, white limbs in black water, thrashing like an orgy.

Back in the cult, under the watchful eye of sly father-figure Patrick (a sinewy John Hawkes), misery is joy, privacy is the enemy and conscience is obtuse. Good and evil blur into one thing after another, unmeasured and unremarked, a potent, hazy mix that encourages mindlessness.

They all find serenity there, the girls, and make their subdued torment a featureless part of the pastoral idyll. Martha comes away imbued with its mantras - that to make something abnormal into something normal, it is first a rite and then a habit and then just a thing that happens.

Used to free love, she sidles into bed with Lucy and fractious hubby Ted (Hugh Dancy) as they have sex. She scorns their materialism but has no alternative except the fortune cookie philosophies of her charming abuser.

Elizabeth Olsen in her debut makes the fragmented film work. Open-faced yet hollow-eyed, she is bemused and bewildered, formless and muddled. She sweeps through, rarely emoting but always puzzling.

The dreamy, sinuous direction and the perverted sanctuaries of the farmhouse and summerhouse leaven the terror into its own kind of banality. Rarely does conflict break the glassy surface.

And therein lies a flaw in this otherwise consummate exercise in film-making. These mosaic pieces compile to make an exquisite character study but to not much end.

Martha needs to be filled with something new or different but she, nor the bizarrely incurious Lucy, know what that may be and no-one is in a hurry to find out.

As the final shot hangs, we are left lingering not with the possibilities of what might come for Martha but with the notion that her journey was not as interesting as the film would have us believe.

By Giles Broadbent

Taciturn executive mayor Lutfur Rahman's unfortunate timing continues. Each time he was asked a question at last week's Tower Hamlets Borough Council meeting he had his mouth full of the jellied fruits he received from his aunt over Christmas (for that, surely, is the only reason for his studied reluctance to speak).

Pity really. Because the silent treatment (think the little sister rather than The Artist) may be considered unbecoming, not to say rude, behaviour to the average observer unfamiliar with the mayor's predilections.

And it also may go some way to explaining why Tower Hamlets submission to become a city is more likely to be stabilising that wobbly table in reception of Buckingham Palace than inching closer to the royal Mont Blanc.

Incidentally, there is a theory going around (mostly going around my head it has to be said) that the Crossrail works out front are the cover for a much grander infrastructure project.

Rather than constructing a railway line, secret work has begun on a giant zip.

Come the day of the Great Unzipping, Wharfers will be asked to put their backs against the mainland and push the Isle of Dogs into the Thames and further away from the Sullen Republic of Tower Hamlets thus vastly increasing its chances of wooing the Queen and attaining city status.

Meanwhile, a suggestion to cure the mayor's coy diffidence, if I may: Ken Dodd tickle sticks. Councillors should be free to tickle the mayor till he spills.

The sight of the Great Leader rolling on his back, arms and legs in the air like an upturned tortoise, tittering out responses to standing orders will be much merrier than the current display and - as a bonus - it might raise a smile on the faces of residents. They have already paid for this panto - might as well leave 'em laughing.

Straight to the point

Man On A Ledge has a Snakes On A Plane simplicity to its marketing. There is, indeed, a ledge upon which a man stands. Other films could do with replicating this Route One titling.

Out now: Man On A Horse, Man On A Window Pane, Man on Some Ice, Man On A Divorced American and, in April at Cineworld, Manon (a football opera presumably).

By Tabitha Ronson

I received an email from my boss on Monday, informing me that I am to receive a "little extra something" in my pay packet next month.

A bonus, an honorarium - a huge shock.

Admittedly, it's not in the same league as RBS chief executive Stephen Hester's "little extra something" (didn't he - almost - do well?) but I was deeply moved all the same.

Especially, as at the end of 2011 my entire team was told that things were tough and that we were not to expect a pay increase for at least another year.

It's nice for one's work to be appreciated. All those unpaid extra hours clocked up, worked-through lunch breaks, the tasks undertaken that one believes so often go unnoticed, actually rewarded.

This generous gesture has placed me in a predicament though. Over the weekend, I had convinced myself to take up the offer of another job.

When I walked into the office on Monday, it was with the 70/30 split intention that I would hand in my notice at the end of the week. The fact I can't quite commit to this new work venture does not fill me with hope.

The odds have now evened out. It's worrying how far a little recognition will go. Is it that easy to sway me?

If I were cynical I would say the timing of my boss's action was too perfect to be coincidental; she must have heard on the Wharfvine that a rival company has approached me. After all, she hasn't risen to the top of her profession by being out of touch, by not being in the possession of that vital commodity: information.

Can I accept the "little extra something" and a week or maybe two later sashay out of the building, never to return?

Do I take it as a sign that they value me as a team member, want me to remain on board, and use the offer of the new job as a bargaining tool to create a better position for myself?

Or do I simply say "thank you" very much" and wait to see how this particular situation plays out? Active or passive?

Working Mum, going to use a little of the "little extra something" to invest in a Magic 8 Ball.

Creevy, who lives on the Isle of Dogs, shot his latest film, Welcome To The Punch, in and around Canary Wharf last year. He revealed his local connections meant he got the nod ahead of Pitt when it came to using the Wharf as a location.

He said: "Canary Wharf Group allowed us to close down the estate and that was amazing. It took a lot of paperwork, but it was worth it. In fact, they turned down World War Z but said yes to us. Of course, that only stars Brad Pitt."

Creevy, 35, describes Welcome To The Punch as a "cops and robbers" movie.

It stars some of the best young British acting talent, including James McAvoy, Mark Strong, Andrea Riseborough and Daniel Mays, but Canary Wharf was the inspiration.

"I'm always out jogging here or walking my dog and I just wanted to set the film here," said Creevy.

"I kept spotting things that would be ideal in a movie.

"We shot the beginning action sequence in Canada Square and the final action sequence in Wood Wharf, opposite the Gun pub. There's a concrete barge, a sort of floating concrete factory, there which really grabbed me.

"We filled it with steam and huge flames and shot the climax of the film on it, on the water with Canary Wharf in the background. James McAvoy and Mark Strong have their final shoot-out there and there's just this brilliant backdrop of Canary Wharf."

The film is his follow-up to the Bafta-nominated debut Shifty, which came out three years ago.

"Getting the Bafta nomination really helped," he said.

"It meant we got more money than the £100,000 we had for Shifty, but people also responded to the script. I was lucky to get James McAvoy attached and Andrea Riseborough as well. Since we shot this film she's been doing W.E. with Madonna so her profile's really gone up.

"I'm really pleased with how Welcome To The Punch has turned out. It comes out in September, about a week before The Sweeney with Ray Winstone, so it'll be interesting to see how it does against another cops and robbers film.

"I wanted to make a film that people would want to see on a Saturday night and I can't wait to unleash it on people."

Creevy said the title came first and the story stemmed from that.

He said: "I was doing location scouting for Shifty and saw an old pub called the Suffolk Punch and I just really liked the name.

"After that I hit on the title and I wrote the screenplay from there. I liked the sound of it, it's like an Elmore Leonard title, like Rum Punch or Get Shorty. I love that sort of name and the title just leapt out at me, but it took me two years to write because I still had to earn some money directing commercials and music videos.

"That was a good thing in many ways because once I'd got the draft done I had to step away and then came back to it fresh, which helped give some perspective on it. It took longer than I thought to write, but I'm pleased with how it turned out.

"As for the film, it's influenced by the ones I liked as a kid, things like Bullitt and Infernal Affairs. It's a real cops and robbers movie. A thriller with a twist."

Creevy (pictured above left on set with McAvoy) has a busy few months, with his first child due in a few weeks, post-production on Welcome To The Punch and more film projects in the pipeline.

He said: "I'm writing an action film called Autobahn, set on a German motorway, and I hope it'll be a bit speedier getting that finished than Welcome To The Punch. I'm also writing a script for the producer of The King's Speech, as well as writing a western on the side."

The Atrium SW1

IN A NUTSHELL
From the ashes of a fine dining concept that didn't work rises a solid, quirky and satisfying product in Westminster

REVIEW
For Wharfers, familiar with the brash foyers that corporate entities bolt to their fronts, The Atrium SW1 is a paradox.

It should feel awkward and soulless but it doesn't.

An impressive interior space, roofed with glass many floors above and painted clean, institutional cream, hosts the eggshell-thin membrane of a fine dining restaurant.

But that was a failed experiment, so squatting in its memory is a brasserie-style offering from the same creative brain.

All that head chef Johnnie Mountain has left from that time are some shiny trays, silver ice buckets and swanky, designer cutlery.

And Mountain, a man whose moderate eccentricity is boosted by his antipathy towards Marcus Waring and a manic passion for cookery, was a success before this slight misadventure.

His restaurant The English Pig, in Aldersgate Street, Barbican, is doing well.

And, while it's sad to see him amid the echo of semi-abandoned finery, there's every chance his decision to convert The Atrium into a brasserie will prove a wise one.

While it was quiet on the evening we went, there was a weird, but pleasant luxury to eating in what felt like the back room of someone's office. All was relaxed decadence - the bar behind was positively seedy.

A jovial chap in a checked shirt and jeans took our order while Mountain gushed on why his initial idea hadn't worked. But this isn't about the past it's about the present and the future.

Looking around it's easy to imagine this comforting space bristling with MPs babbling to scribes and lobbyists. A stone's throw from Parliament, it feels nicely off the beaten track.

And while the cuisine is on the salty side, the menu's packed with warm, friendly staples.

Go for the velvety chicken livers on toast (£7.50) and the Cumberland ring with mustard mash (£12).

A robber wearing women's clothing was a part of a gang that stole nearly half a million pounds worth of goods from a family-run jewellery store.

Police have revealed details of the incident, which took place on November 21 last year, in a bid to catch the culprits. A customer was also seriously assaulted in the robbery.

The seven suspects forced their way into Lasani Jewellers in Pashet Grove, Newham, before spraying gas towards the owner and the customer.

They than smashed into glass display cases using an axe and hammer.

During this time a customer was hit with a sledge hammer before being punched and kicked while on the ground.

Meanwhile, another suspect was seen outside by CCTV throwing a petrol bomb onto the pavement.

Gold, worth around £460,000, was loaded into holdalls before the gang escaped along Park Road.

London Fire Brigade arrived to put the blaze in the street out. The attack took place at about 5.10pm.

Detective Constable Nick Larkey, of the Flying Squad, said: "The MPS Flying Squad is committed to detecting crimes and apprehending violent criminals to make our business communities feel safer.

"This was a violent attack which left the shop owners extremely shaken and a customer injured. We need help from the public to trace these individuals before they attempt to target some where else."

Anyone who recognises the suspects or knows of their whereabouts should contact the Flying Squad in Barking on 020 8345 4255 or alternatively to remain anonymous call Crimestoppers on 0800 555 111.
