One Park Place plan to be heard

A NEW office building could be springing up near Westferry Circus by 2012.
Grattan Property will find out tonight (Thursday) if its proposal for a 45-storey light-catching tower meets the standards of Tower Hamlets Council.
One Park Place will be examined by the strategic development committee after officers recommended the project be approved by councillors.
Architect Horden Cherry Lee drew up a design in March which will see a flagship building of just under 200 metres joined to an 80-metre structure.
It would feature 122,615sq metres of office, restaurants and retail floorspace, as well as underground parking and a publicly-accessible walkway to West India Dock.
The design uses a sun-capturing system called vertical fenestration, which uses kinked poles set across the building to provide support and to catch the sun at various angles at different times of the day.
The council is expected to demand a financial contribution of £11,752,243, including a £7million pay-out for off-site affordable housing and around £3.7million for local transport improvements.
Grattan consulted with 711 neighbouring properties during the year, and received four objections to the plan.
Among the complaints were observations that the building damaged views of “iconic� One Canada Square and was of “inappropriate� height and mass for the area.
It was also criticised for not undertaking surveys for protected bat species and black redstart birds.
The Greater London Authority has praised the “high-quality� design of the building.
However, Thames Water has called for a study into the increased demand on water supplies if the building is allowed to go ahead.
Grattan is expected to receive clearance for the scheme this week, and the three-year building process could begin early next year.
It has been suggested that the boundary of the development encroaches onto Canary Wharf Group land, meaning that further discussions may need to take place before work begins.
